Job Description

We need to output clean semantic HTML. Use

for paragraphs,

for section headers (Responsibilities, Qualifications, Requirements, Education, Experience, Skills, How to Apply, Key Duties, About the Role). The job description includes many sections: Tiered Approach, Background, Position Purpose, Duties and Responsibilities, Competencies (Core Competencies, Cross-Functional & Technical Competencies), Required Skills and Experience (Education, Experience, Language), Equal opportunity, Sexual harassment, Probation, Right to select multiple candidates. We need to map sections to

. The instruction says use

for section headers (e.g. Responsibilities, Qualifications, Requirements, Education, Experience, Skills, How to Apply, Key Duties, About the Role). So we need to identify appropriate headers. Let's parse: - "Tiered Approach" maybe not a header but a section. Could be

Tiered Approach

. - "Background" maybe

Background

. - "Position Purpose" maybe

Position Purpose

. - "Duties and Responsibilities" maybe

Duties and Responsibilities

or "Key Duties". The example includes "Key Duties". We'll use

Duties and Responsibilities

. - "Competencies" maybe

Competencies

. - "Required Skills and Experience" maybe

Required Skills and Experience

. - "Education" maybe

Education

. - "Experience" maybe

Experience

. - "Language Requirements" maybe

Language Requirements

. - "Equal opportunity" maybe

Equal opportunity

. - "Sexual harassment, exploitation, and abuse of authority" maybe

Sexual harassment, exploitation, and abuse of authority

. - "Probation" maybe

Probation

. - "Right to select multiple candidates" maybe

Right to select multiple candidates

. But the instruction says use

for section headers (e.g. Responsibilities, Qualifications, Requirements, Education, Experience, Skills, How to Apply, Key Duties, About the Role). So we need to match those names. Let's see which of those appear: - Responsibilities -> "Duties and Responsibilities" (maybe "Key Duties"). - Qualifications -> maybe "Required Skills and Experience" includes qualifications. - Requirements -> maybe "Required Skills and Experience" also. - Education -> "Education". - Experience -> "Experience". - Skills -> "Competencies" includes core competencies and technical competencies. - How to Apply -> Not present in description. There's no explicit "How to Apply". There's "Please make note of the Tier(s) indicated..." but not a separate section. Might be missing. Could treat "Equal opportunity" as part of application? Not sure. Maybe we can ignore because not present. - Key Duties -> "Duties and Responsibilities". - About the Role -> maybe "Position Purpose" or "Background". Could be "About the Role". But we have "Position Purpose". We'll map "About the Role" to "Position Purpose" maybe. We need to preserve all original content word-for-word. So we must copy exactly the text inside each element, including bullet points etc. Must not add or remove any content. We need to wrap paragraphs in

. For list items, use

  • . For nested lists, we need to preserve them: there are nested
      inside
    • . That's okay. We need to ensure we use

      for section headers. The text includes tags for headings like Tiered Approach. We need to convert those to

      . Also Background, Position Purpose, Duties and Responsibilities, Competencies, Required Skills and Experience, Education, Experience, Language Requirements, Equal opportunity, Sexual harassment, exploitation, and abuse of authority, Probation, Right to select multiple candidates. We need to ensure we keep all content exactly, including line breaks? We should not add
      . Use

      for paragraphs. For bullet points, we need to convert the

        elements that already exist into
        • . The original text includes
            with
          • items. We need to preserve them. However, there are also

            containing bullet points? Let's examine. The description includes:

            Tiered Approach

            -> we need

            Tiered Approach

            and then the paragraph content? Actually the

            contains the text "In line with the commitment...". That's a paragraph. So we need to keep that paragraph as

            . Then the

              with tiers is list items. Then a paragraph "Please make note..." also

              . Similarly,

              Background

              ->

              Background

              then the following paragraphs.

              Position Purpose

              ->

              Position Purpose

              then paragraphs.

              Duties and Responsibilities

              ->

              Duties and Responsibilities

              then paragraphs with list items.

              Competencies

              ->

              Competencies

              then paragraphs with
                for core competencies and cross-functional.

                Required Skills and Experience

                ->

                Required Skills and Experience

                then subheadings Education, Experience, Language Requirements.

                Equal opportunity

                ->

                Equal opportunity

                then paragraphs.

                Sexual harassment, exploitation, and abuse of authority

                ->

                Sexual harassment, exploitation, and abuse of authority

                then paragraph.

                Probation

                ->

                Probation

                then paragraph.

                Right to select multiple candidates

                ->

                Right to select multiple candidates

                then paragraph. We also need to ensure we keep all content word-for-word. That includes the tags? The instruction says preserve all original content word-for-word. The original includes tags. But we are converting to HTML; we need to keep the text content, not the tags. However, the instruction says "Preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase". That likely means we should keep the textual content exactly as appears, but we can restructure into HTML tags. The tags are formatting; we should not keep them as separate tags, but the text inside them is part of content. So we need to output the text without the tags, but the headings should be

                with the text (without ). The content inside paragraphs should be exactly as in original (including punctuation). So we need to copy the text exactly, but we need to remove the tags (since they are not part of the content). However, the instruction says "Preserve ALL original content word-for-word". The tags are not content; they are markup. The content inside them is the heading text. So we need to keep that text, but not the tags. So we will output

                Tiered Approach

                etc. Now we need to ensure we use

                for introductory paragraphs and general text. For each paragraph we need to wrap in

                . For list items, we need

                • . For nested lists, we need to preserve them as
                  • with nested
                    • . The original includes nested lists inside
                    • . We need to replicate that. Let's go through the text and extract. First part:

                      -> This is an empty paragraph with a non-breaking space. Should we keep it? It's basically a blank line. Probably we can ignore or keep as

                      (empty). But it's a

                      which is a paragraph with a non-breaking space. It may be considered a placeholder. The instruction says remove stray numbers or formatting artifacts. This is a formatting artifact. Probably we should drop it. But it's a

                      with   which is essentially empty. Might be considered a stray. I'd drop it. Next:

                      Tiered Approach

                      -> We'll convert to

                      Tiered Approach

                      . No paragraph after? Actually there is a paragraph after: "In line with the commitment..." So we need to keep that paragraph as

                      . So after the

                      , we have a

                      with that text. Let's capture the paragraph text exactly: "In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:" Note there is a colon at end. We'll keep exactly. Then

                        with list items:
                      • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
                      • Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
                      • Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
                      • Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates
                      • We need to preserve the text exactly, including colon after Tier 0 etc. Also note that some items have colon after strong tag. We'll keep as is. Then a paragraph:

                        Please make note of the Tier(s) indicated in the vacancy title, if any, and ensure that you satisfy the eligibility to apply.

                        Then

                        (empty). Probably drop. Next:

                        Background

                        ->

                        Background

                        Then paragraph: "The Global Shared Services Centre (GSSC) within the Bureau for Management Services (BMS) supports UNDP in the promotion of its sustainable human development agenda. It achieves this by developing and making fully operational a dynamic and harmonized integrated resource management framework." That's one paragraph. Then another paragraph: "As part of this commitment, UNDP adopted International Public Sector Accounting Standards (IPSAS) on 1 January 2012 and established the Global Shared Service Centre (GSSC) to serve UNDP’s network of offices (covering 166 countries around the world) in the provision of financial, accounting and procurement services. In addition to their day to-day operations, the GSSC supports UNDP’s country offices through transactions support training where needed.

                        " We need to be careful: there is a
                        tag and then   inside the same

                        . The
                        is a line break. The instruction says no
                        tags. So we need to handle this. The
                        appears inside the paragraph. The content after
                        is "  ". That's just whitespace. Probably we can treat the whole as a single paragraph, ignoring the
                        and  . But we must preserve content word-for-word. The
                        is a formatting artifact; we should remove it. The   is also a formatting artifact. The instruction says remove stray numbers or formatting artifacts. So we should drop the
                        and the  . The paragraph text before
                        is: "As part of this commitment, UNDP adopted International Public Sector Accounting Standards (IPSAS) on 1 January 2012 and established the Global Shared Service Centre (GSSC) to serve UNDP’s network of offices (covering 166 countries around the world) in the provision of financial, accounting and procurement services. In addition to their day to-day operations, the GSSC supports UNDP’s country offices through transactions support training where needed." That's the content. We'll keep that as a single

                        . The
                        and   are not part of the textual content, so we drop them. Next:

                        Position Purpose

                        ->

                        Position Purpose

                        Paragraph: "The Finance Associate provides financial services that ensure effective and transparent utilization of financial resources by supporting:" Then a
                          list items:
                        • administration and implementation of operational finance strategies, processes and procedures
                        • accounting and administrative support services
                        • cash management
                        • knowledge building and sharing
                        • Note there are   after some items; we drop them. Also note the colon after "supporting:" and then list items. We'll keep the list items exactly as text (without  ). So we need to preserve the list items exactly as they appear (excluding  ). The items are: - administration and implementation of operational finance strategies, processes and procedures - accounting and administrative support services - cash management - knowledge building and sharing Note there is a space after "procedures" and "cash management". We'll keep as is. Then a paragraph: "UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

                          " Again
                          and   are formatting artifacts. We'll drop them. The paragraph text: "UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration." Next:

                          Duties and Responsibilities

                          ->

                          Duties and Responsibilities

                          Then paragraph: "1.) Ensures administration and implementation of operational finance strategies, processes and procedures focusing on achievement of the following results:" Then a
                            list items:
                          • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.

                          • Review, analyse and recommend improved work processes including collaboration with the continuous improvement team on optimization initiatives.
                          • Then another paragraph: "2.) Provides accounting and administrative support to the Finance Unit focusing on achievement of the following results:" Then another
                              list items:
                            • Proper control of the supporting documents for payments, review of financial reports for National Implementation Modality (NIM) and Direct Implementation Modality (DIM projects).

                            • Then paragraph: "3.) Ensures proper processing of payments and cash management focusing on achievement of the following results:" Then
                                list items:
                              • Timely identification and recording of receipts for income application.
                              • Timely and accurate preparation of bank reconciliations.

                              • Then paragraph: "4.) Ensures facilitation of knowledge building and knowledge sharing in the Finance Unit focusing on the achievement of the following results:" Then
                                  list items:
                                • Support the organization of training for staff in the Finance Stream.
                                • Synthesis of lessons learned and best practices in Finance.

                                • Then paragraph: "The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization" Then "Supervisory/Managerial Responsibilities: None

                                  " Again
                                  and   are formatting artifacts. We'll drop them. The text is "Supervisory/Managerial Responsibilities: None". We'll keep as a paragraph. Next:

                                  Competencies

                                  ->

                                  Competencies

                                  Then paragraph: "Core Competencies:" (maybe part of same paragraph). Actually there is a

                                  with "Core Competencies:" then a

                                    list items. Let's capture. Paragraph: "Core Competencies:" (maybe preceded by a space). Then list items:
                                  •   Achieve Results: LEVEL 1: Plans and monitors own work, pays attention to details, delivers quality work by deadline

                                  • Act with Determination    LEVEL 1: Shows drive and motivation, able to deliver calmly in face of adversity, confident
                                  • Engage and Partner    LEVEL 1: Demonstrates compassion/understanding towards others, forms positive relationships
                                  • Enable Diversity and Inclusion    LEVEL 1: Appreciate/respect differences, aware of unconscious bias, confront discrimination

                                  • Note there is a
                                    after "discrimination". We'll drop that. Also there is a   after "discrimination". We'll keep the text as is, but remove
                                    . So the item text: "Enable Diversity and Inclusion LEVEL 1: Appreciate/respect differences, aware of unconscious bias, confront discrimination". The
                                    and   are not part of content. Next:

                                    Cross-Functional & Technical Competencies:

                                    -> This is a paragraph. Should we treat as

                                    ? Yes. Then

                                    Finance:

                                    -> another paragraph. Then
                                      with items:

                                                Business Direction & Strategy:

                                                (the & is HTML entity for &). We'll keep as "Business Direction & Strategy:"? Actually the text includes "Business Direction & Strategy:" with &. We'll keep as "Business Direction & Strategy:"? The original includes "Business Direction & Strategy:" which when decoded becomes "Business Direction & Strategy:". We'll keep the decoded version? The instruction says preserve all original content word-for-word. The original includes the entity & which is part of the text. But we should output the actual character '&' not the entity. However, the instruction says word-for-word, so maybe we need to keep the entity as is? That would be weird. Usually we decode HTML entities. I think we should output the actual text, not the entity. But to be safe, we can output "Business Direction & Strategy:" (the decoded version). However, the original includes "Business Direction & Strategy:" which is the HTML entity for '&'. The content word is "Business Direction & Strategy:" (the ampersand). I'd output "Business Direction & Strategy:" (the ampersand). But to be faithful, maybe we keep "Business Direction & Strategy:" (the ampersand). We'll just write "Business Direction & Strategy:" (the ampersand). The entity is not part of the visible text, so it's okay. Next:

In addition to their day to-day operations, the GSSC supports UNDP’s country offices through transactions support training where needed.
